2. Barcelona synchrotron delegation visits CLSI to discuss potential partnership
(Contact: sandra.ribeiro@lightsource.ca)
Dr. Gonzalo Leon, Spain's Secretary of State for Scientific Policy, visited the CLS on July 25th along with four other representatives from the Barcelona synchrotron project. The meeting between the Spanish delegation and CLS/ U of S representatives proved to be a successful visit resulting in a potential MOU. The Spanish delegation subsequently offered to host CLS representatives to continue discussions in September.
Additional members of the Spanish contingent included: Dr. Ramon Pascual, President of the Executive Commission of the Spanish Synchrotron; Mr Salvador Maluquer, Director of the Technical Branch of DURSI (Catalan Ministry of Universities, Research and the Information Society); Mr. Antoni Oliva, Director General of the Catalan Inter-Departmental Committee on Research and Technological Innovation; and Dr. Jose Luis Martinez Peña, Member of the Executive Committee of the Spanish Synchrotron.
The visit was the result of a collaborative effort by CLS, University of Saskatchewan International, and the Canadian Embassies in Madrid and Barcelona.

3. Storage ring update
(Contact: dan.lowe@lightsource.ca)
All magnets along with the vacuum system have been installed in the storage ring. Final commissioning of the vacuum system is currently being completed. The RF cavity has been tested and operated smoothly at the design operation voltage of 2.5MV, and is accepted for operation. The RF amplifier system and cryogenics are both operational. Magnet power supplies are currently being tested and tuned. Terminations and testing of all instrumentation and diagnostic equipment is also in progress.

4. First beamline components arrive (SGM beamline)
(Contact: ian.coulthard@lightsource.ca)
The first major shipments of beamline components have arrived at the CLS. Representatives from Oxford-Danfysik were at the facility in late July and early August for onsite testing, approval and installation of the beamline components. Components for three different beamlines (one diagnostic beamline, spherical grating, and variable line space plane grating) have been delivered. Some of these components shall soon be placed in their final resting places upon the floor.

5. Upcoming NSERC Scientific Program Review
(Contact: emil.hallin@lightsource.ca)
A major scientific program review will be conducted by the Natural Sciences and Engineering Research Council (NSERC) on September 8-10. The international review panel, chaired by Piero Pianetta, Assistant Director of the Stanford Synchrotron Radiation laboratory (SSRL), will focus on all aspects of CLS science plans, including the beamline teams' science programs.
NSERC is the leading operational funding contributor for CLS, along with the National Research Council (NRC), the Canadian Institutes for Health Research (CIHR), and the University of Saskatchewan.

6. Health Safety and Environment News
(Contact: mohamed.benmerrouche@lightsource.ca)
Representatives from the Canadian Nuclear Safety Commission (CNSC) visited the CLS facility during the period June 4-6/2003 and met with CLSI and U of S representatives. The visit included a site inspection, review of HF design and documentation, and a licensing review to finalize items required for a CNSC authorization to conduct routine operations. It was determined that February 2004 would be the earliest time for a commission hearing on the routine operation application.
CNSC has just published new Cost Recovery Fees Regulations in the Canada Gazette Part II which will take effect on July 1/2003. The CNSC has informed us that under these new fees regulations, CLSI will be exempt from paying operating license fees.
CNSC has accepted CLSI proposal for commissioning the OSR and IR beamlines without requiring the amendment of the operating license. CNSC staff agrees that the proposal is acceptable as long as CLSI adheres to applicable conventional safety that may be necessary taking into consideration the intensity of light. However, x-ray beamlines commissioning approval requires a formal application to amend the operating license along with the supporting documentation such as beamlines safety analyses and commissioning plans and procedures.
The Health Safety and Environmental Advisory Committee (HSEAC), which reports to the CLSI Board of Director on matters relating to heath, safety and environment at the facility, held its third meeting on June 03/2003. The agenda included matters arising from December 2, 2002 minutes, review of the license compliance report covering year 2002 and a discussion on CNSC visit.

7. Beamlines Update
(Contact: emil.hallin@lightsource.ca)
Most components for the front ends have arrived from Johnsen Ultravac. Installation of these parts will be coordinated with the storage ring commissioning schedule.
All permanent magnets for the insertion devices on the PGM, SGM and Soft X-ray Spectromicroscopy beamlines have been measured and sorted, and holders will also arrive soon. The first insertion device magnet assemblies will be measured in September.
The last major beamlines package contract, for the super conducting wiggler, closes on September 12 and should be awarded by October.
The Bruker 66V spectrometer for the mid IR Spectromicroscopy beamline has been delivered and installed. The rest of the beamline should be delivered by November and available for first light in December.
Major contracts for the XAFS beamline have been awarded to IDT and Kohzu.
A contract has been awarded to Calder Industrial Materials for the construction of phase I beamline shielding hutches. Design drawings are presently being finalized for hutches for the SGM, PGM and Spectromicroscopy beamlines.
