1. Call for Proposals opens Tuesday September 5, 2007

The Canadian Light Source Cycle 7 Call for Proposals will open on Tuesday, September 5, for scheduling of beamtime for the January-June, 2008 period. (The closing date is October 1, 2007).

GENERAL USER PROPOSALS received for Operational beamlines will be reviewed for safety and technical feasibility and scored for scientific merit by an external review committee. Research time obtained through this process (competitive peer review) takes place twice per year. General User research should result in the publishing of scientific results. (Peer Review Committee members are: http://www.lightsource.ca/uso/peer_reviews.php#PRC)

You have the option of submitting a NEW proposal or submitting a Beam Time Request against an Active Proposal. Allocation of shifts for January-June, 2008 will be based on the highest ranked proposals (both new and active). LETTERS OF INTENT

At this time we would also like to announce three beamlines accepting Letters of Intent. LETTERS OF INTENT http://www.lightsource.ca/experimental/intent_letter.php provide the opportunity to perform exploratory experiments as the beamline is being commissioned.

2. CLSI Board of Directors News

3. Recommendations from the User Community – Implementation Fall 2007

a) Proposal Application Enhancements

Based on recommendations from the user community, the proposal submission form has been modified to allow for proposal submissions for multiple cycles.  This increases options by allowing applications to one or three cycles, in addition to the previous single experiment (2 cycles) and program (4 cycles). Therefore a proposal may now be active for between one, two, three or four cycles (a cycle is six months in duration); therefore, proposals may be active for 6, 12, 18 or 24 months, respectively.

ACTIVE proposal status is obtained when the following conditions are met: a) the proposal is approved for safety and technical feasibility, and ethics (if applicable) b) the proposal receives a score of 4 or less (General User Proposals) and c) the total number of cycles requested has not expired.

During a Call for Proposals, applicants have the option to submit a NEW proposal or submit a Beam Time Request (BTR) against an ACTIVE proposal. An Active proposal does not automatically receive beamtime for every cycle, therefore a BTR is used to request additional shifts in the upcoming cycle. Active proposals are not re-evaluated.

b) Introduction of Score Adjustments

At this year’s Annual Users’ Meeting, the Users’ Office presented the evaluation criteria used for scoring proposals and introduced the concept of score adjustments. Adjustments allow for a wider distribution of users on beamlines that are oversubscribed. Beginning in Cycle 7 Beam Time Requests which did not receive time in the previous cycle will have their scores adjusted by -0.1. The new scores are taken into the allocation process and when the proposal receives beam time, the score is reset to its original value. Allocation of shifts is based on the highest ranked proposals (both new and active) (NB highest ranked corresponds to lowest score on the 1-5 scale).
